I am directed by the Shipping Controller to acknowle ige the receipt of your letter N 71256/19 of the 27th ultimo respecting the Hong Kong liner requisition scheme and to express his regret that your former letter has remained so long unanswered.
With regard to Sir R.E.Stubbs' despatch of the 20th of October last, am to say that the Shipping Controller regrets the decision arrived at by the Government of Hong Kong and feels bound to place on record his view that the reasons adiuced for that decision do not seem to him to be altogether
adequate.
