estimable Chinese may be, we still contend that in any skilled
occupation of this kind, if there is room for a Chinese to make
a living it should be a matter of rinciple with the local
Authorities that British Captains and Officers such a great
number of whom are at present out of employment
offered sufficient inducement to take the work up.
