in China and if, in the case of British-American Tobacco Co.

(China) Ltd. and the British cigarette Co. Ltd. and other local

manufacturing concerns whose shares are held by the china Co.,

no person other than a British subject may be in any responsible

position exercising general or substantial control, it is ob

vious that disruption of the business will occur because of the

technical knowledge of the bus inese in a number of cases of

employees it would be impossible to replace by British subjects.

I can hardly think that the serious effect of this

Order, if it is to be carried out in the spirit as well as in

the letter, can have been foreseen by the Government, and I

therefore venture to ask whether it is intended to carry out

this Order in the letter and the spirit having regard to the

curious position and the necessity of employing American citi-

zene who have been born and bred in the industry and who cannot

be supplanted by my British subjects, whether it is not possible

in the case of China Company and ita Subsidiary Cos. for a reason

able interpretation of the Order to be given.

I may say that there is already on the Board of all

these Companies, in compliance with the previous Orders in

Council, a majority of British Directors and it is intended to

strengthen that position and for that purpose one of the Deputy

Chairmen of this Company is proceeding to China.
