With reference to Colonial Office letter 28826/20 dated 22nd June, I am comanded by the Army Council to acquaint you for the information of Viscount Kilner that the War Office does not appear to be concerned in the matter in question. The Council would suggest, however, that Mr. Carr should be encouraged to pursue his investigations, and that the whole matter should be referred to the local authorities in Hong Kong, should this not already have been
done.
