In continuation of war office letters of the 22nd November and 24th December last (in reply to yours of the 8th November/56328/1919) I am commanded by the Army Council to state for the information of Viscount Milner that the remaining questions viz. in regard to (a) the Kowloon Peak (Ngan Tan Kok) Military Reserve and (b) the Victoria Battery site, have now been considered.

In regard to the Military Reserve I am to state that the Army Council consider that further action must await a decision on the general question of the future defences of Hong Kong. In the case of Victoria Battery, however, they are prepared to agree to the transfer proceeding on the terms arranged in 1914, provided these terms are still considered applicable by the General officer Commanding the troops, who is being instructed accordingly.
