With reference to your letter of the 15th October (kaf.k & 8.8057/20) regarding the suggested adoption by the Government of India as regards exports of Opium sto. from the t country of the system being introduced by His Majesty's Govern- ment in respect of exports to foreign countries, I am directed by the Board of Trade to utute that they have noted with setia- faction the proposal of kr. kontagu to forward the suggestions contained in their letter of the 22nd September (ko.V.R.T.3850) to the Government of India. The Board appreciate that the ir proposel goes further than the Hague Convention contemplates, and they fully recognise that the matter is one for the Govern- cent of India themselves to decide. They would however refer
to Foreign Office letter of the EƐnd March last (7.87/17/10) a copy of which was forwarded to the India Office on the 18th March stating that His kajesty's Government had reason to believe that in spite of their efforts and those of the other Govern- ments concerned. Morphia was reaching the Far East in quantities. largely in skosas of the amount required for legitimate par- poses and that they were therefore of opinion that it was desirable that steps should forthwith be taken to regulate the export of the druga specified in Chapter III of the Oplus Convention in a more stringent manner that the Opium Convention itself required.
The board will be glad to receive the views of the Govern- ment of India in due course.
