No former enemy alien shall be employed or shall act as a master, officer, or member of the crew of a British ship registered in the United Kingdom.

I am to suggest, for the consideration of the Secretary of State for the Colonies, that the Governments in the British Overseas Dominions and Protectorates might be informed of these provisions of the Law, now in force in the United Kingdom, and that they might be requested to inform accordingly Superintendents of Mercantile Marine Offices or other executive seaport Officers within the ir jurisdiction. The Board of Trade further consider it

desirable that the Governments should issue instructions to their executive Officers, asking them to do what they can to secure compliance with these legal provisions so far as applicable out of the United Kingdom.

For instance, if a person who appears to be an alien appears before such Officer to sign the agreement of a Merchant Ship registered in the United Kingdom, the Officer might enquire whether he holds a Certificate issued

by the Admiralty, in accordance with the proviso to Sub- Section 1 of Section 5. If the person cannot produce such certificate or prove that he is a British subject,
