The present position is that the Becretary
of State has informed the Governor that he considers that the right course is to aim at gradual refors, where reform may be necessary, in cooperation with enlightened and humane members of the community, of whom the Secretary of State knows there are any prepared to give their services for the public good. Lord Milner has accordingly auggested to the Governor that he should persuade a number of prominent Chinese to for a society for the protection and improvement in the condition of there girl domestics, and that the society should have committees in the different districts of the Colony, who would make thelanclves acquainted with the conditions generally prevailing in their districts, hear complaints, investigate cases of hardship, and report to the Government cases of cruelty orfarshness calling for police court prosecution or interference by the Government.
