Dear Madam,

In Colonel Amery's absence abroad, I ventured to

open your letter of the 20th instant.

Colonel Amery will be away for a week or two, but immediately on his return I will lay it before him. Meanwhile, however, I have made some enquiries on the subject of your letter and find that the statement made by the Governor of Hong Kong, to which you refer, was made in reply to our enquiry as to a newspaper article on the information contained in which Colonel Ward's statement in In order the House of Commons appears to have been based. to get some really trustworthy evidence we are asking the Foreign office to ascertain from our representatives in Peking whether the custom of purchasing "mui tsai" is legal or illegal and (which is a very different question) whether

it persists in China or not.
