sir,

I am directed by the Board of Trade to acknowledge your letter of the 17th September, (Fo. R & S.6478/20). regarding the control of the export of opium and kindred druge from this country, and to say that they will be glad to receive in due course the views of the Government of India on their co-operation in the arrangements proposed regarding exports from the United Kingdom to India.

I am, however, to explain, that as the amount of opium exported from this country to India is insignificant compared with the amount exported from India the draft note was forwarded for the Government of India's consideration should they wish to establish a similar system regarding exports from that country in order to limit the use of opium and its derivatives to legitimate medicinal and scientific purposes. Should Vr. Kontagu wish to transmit this suggestion to the Government of India the Board would be glad to receive their observations and to render any assistance in the way of supplying additional information,

etc, which may be in their power.
