I am directed by the Board of Trade to transmit to you herewith copy of correspondence between the Foreign Office, Home Office and this department, regarding the conditions under which it is proposed to control the export of opium and kindred drugs from this country to foreign destinatiors. A copy of a letter which is being addressed to the Colonial Office is also enclosed.
In view of the great importance of India
in connexion with the opium question the Board would be glad to receive any observations or suggestions which Mr. Secretary Montagu may care to make as to the possibility of the Indian Government participating in the proposed arrangements.
