With reference to your letter of the 30th ultimo
transmitting copies of a despatch and enclosures from the
Governor of Hong Kong relative to the difficulty in obtaining
permission for a Chinese servant to land in England, I am
directed by Mr Secretary Shortt to say for the information
of Becretary Viscount Milner that he is not aware that any
difficulty has arisen in the past in accepting certificates issued by the Colonial Secretary in Hong Kong. I am to
point out, however, that a certificate in the form attached
to the Governor's letter is not a document of nationality
as required by Article 15(1) of the Aliens Order, 1920, and
that in order to meet the requirements of that Article, the
nationality of the holder should be stated on the certificate
