I am directed by Mr. Secretary Shortt te refer
to your letter of the 28th ultimo regarding the desire
of Hr. C.V. Falk to obtain the grant of a certificate
of naturalization and to say for the information of
Secretary Viscount Milner that it was not clear from
your letter of the 30th May 1918 whether enquiries
had been made in Hong Kong regarding this man and his
referees. In the circumstances represented in the
third paragraph of your letter under reply, further
enquiries in Hong Kong would now appear to be unnecessary,
and Mr. Shortt will await the submission of the man's
application when he is qualified by 12 months continuous
residence in the United Kingdom,
