I am directed by Mr Secretary Shortt to refer to your letter of the 29th April last on the subject of the naturalization of Mr Charles William Falk,
and to say that, while agreeing with the inclination of Viscount Milner to help this man, Mr Shortt regrets that he has no power to grant a Certificate of
Naturalization to Mr Falk unless and until he has
resided in this country for twelve months: and it does
not appear that, even if the provisions of Section 2
of the British Nationality and Status of Aliens Aot,
1914, as to such residence may be interpreted so as to include a man's service en British ships sailing to and

from the United Kingdom, it is possible to regard this
man as eligible for the grant of a certificate of
