(a) whether they wish arrangements to be concluded on their behalf by which certificates in support of applications *or permission to export from their territory will be issued by the Government of the importing country, in the same way as they are issued for applications for "nited Kingdom export licences;
(b) whether they would be willing to arrange for the issue
of such certificates in respect of their own imports, whether from the "nited Kingdom, or, if so desired, from other countries.
16. An arrangement already exists between the "nited Kingdom and Canada by which certificates are issued under the authority of the "ominion Goverment to the effect that the ruge to be imported into Canada are to be used exclusively for scientific and medicinal mitPnoses, and will not be
reported.
