0. Fnquiries have been made by certain foreign Governments as to the stems required to make the arrangement effective. The French rocedure is briefly explained in Section I above. Put as,
for the nurgoses of the arrangement, the "nited Yingdom is not an importing but an exporting country, His Majesty's Government hesitate to make suggestions as to the internal measures to he adopted by an importing country. That, it annears to them, is a matter of domestic concern, to be decided by each Government as it thinks best. In cases where this point is pursued, the exporting Government might
he referred to the procedure in countries with whom arrangements are already in "orce (ser Section I of this circular), and left to apply direct to those countries for more detailed particulars should they desire to do so,
(IV) SCOPE OF THOT ARLANGENENT
10. The certificate called for is to state that the Government on whose behalf it is issued are sutisfied "tha t the consignent is required exclusively for legitikute medicinal or scientific purposes and vill not be re-exported". Some Governments Pa to make it clear that they understand t at not only is a consignment to be imported exclusively
or legitimate medicinal or scientific purposes, but it must not be re-emorted, The fact that it must not be re-exported has been proved in practice to be of special importarice, and should be emphasised to the Governments concerned.
11. The drugs to which the arrangement applies are

12. In the event of any legislation of a stricter nature
being introduced at a later date by the Government to which
