8. The renly which is Majesty's Government desire to receive should state that the Government concerned asuents
to the arrangement nronosed and will be prepared to issue the necessary certificates in proper cases. Tt would undoubtedly be of advantage 15, at the same time, a cony of the form of certificate to be issued could be forwarded for the informa- tion of the Department of His Majesty's Government concerned in the administration of the control of narcotics and
dangerous drugs in the United ingdom. It would be
convenient that the certificate should "orm part of the
agreement unless ita inclusion would cause undue delay.
