all countries, whether their Governments are parties to

the Opium Convention or not, of the drugs specified in.

Chapter 111 of the Convention: and these Governmenta are therefore being approached with a view to ascertaining

whether they would be prepared to enter into a similar arrangement with His Britannic Kajesty's Government, without prejudice to any legislation of a striater nature which they may introduce at a later date, in regard to their imports from the United Kingdom of medicinal opium, morphine, coosine, heroin, and their respective salts. The effect of such machinery being brought into existence

would be to establish an even oloser control than that

provided for under the Convention.

There is no objection to the publication of the above information in the English and Chinese press in this

country.
