Gentlemen,

On the 13th of February last you addressed a letter

to His Majesty's Kinister, calling Bir John Jordan's

attention to the traffic in morphis, herein, and similar

drugs which is now being carried on in China, and the

same question was discussed informally at an interview

at this Legation early in the present month.

I am now authorized by His Majesty's Principal Bec- retary of State for Foreign Affairs to inform you that

it is the determination of His Britannic Majesty'a

Government to carry fully into effect the provisions of the Hague Opium Convention of 1912, including those which require the manufacture of morphia to be confined to medical and legitimate purposes, and to co-operate with other countries and the League of Nations which will supervise the execution of the Convention in preventing

the use of the drug for other purposes.

I would add for your information that an arrangement has already been made by His Britannic Kajesty's Govern- ment with the United States, French and Japanese Govern- ments whereby no consignment of morphia or kindred druge is allowed to be exported from the United Kingdom to any of the countries in question except on production of a certificate from the Government concerned stating that it in satisfied that the consignment is required exclusively for legitimate or scientific purposes and will not be re-exported. His Britannic Majesty'a Goverment further desire to extend this system as widely as possible with a view to regulating the export from the United Kingdom to
