Eastern Extension and Great Northern Telegraph Companies
have been approached on behalf of Chinese Telegraph Administra- tion on the following lines by Mr. Eriksen who is now in London. 1. To have laid between Shanghai and Hongkong a triplicate
cable.
2. The cable in question to land at Swatow and on the way to

I have been asked for my opinion by Extension Company who state that China has already failed to pay on June instalment 1911 loan and that there is no fresh security which the country
can offer.

The Company have been told
That every encouragement should be given to improved cable communication on general grounds.
2.
That loan should be offered to His Majesty's Government first as they are of opinion that it falls within the scope of Con- sortium; the suggestion was put forward that Sir C. Addis and the Company should get in touch with one another.
The Company are anxious to know, before they go any further, what attitude we shall take up as regards the proposal that
