Board, are now engaged on that route, some running
via Manila from San Francisco to Calcutta, others to
Mediterranean ports, London and Antwerp, and others
on round the world trips; and all, I understand, open
to carrying cargo between British ports en route,
Thus the anomalous position would be created of American
vessela orossing the Pacific to Manila benefitting by
high freights and freedom from competition and then
proceeding to India and European porte with opportu-
nities equal to those of British shipping, whereas the
letter after having to meet American competition from
Europe to Manila will be unable to engage at all in
the traffic from Manila to the United States. The
position may be especially hard on British shipping
proceeding round the world, and having to eliminate
the gap across the Pacific from their calculatione,
unless they can secure through cargoes from or to
Europe, or Canadian or South & Central American porte.
During 1919 steam vessels entered and cleared
Philippine ports from and to the United States as
follows (leading countries only).
