I am directed by Earl Curzon of Kedleston

to transmit to you herewith copy of a letter from the Portuguese Chargé d'Affaires to His Majesty's Representative at Paris relative to the shipment of

war material ordered by the Government of Macao from

Hotchkiss and Company.

I am to state that there is no objection to the

shipment of these arms and to request that you will

send suitable instructions to the Governor of Hong-

Kong to accord facilities in this respect.

I am to add however that it would be advisable

to cover such instructions by a "caveat" to the effect that the transhipment should be carried out as unobtrusively as possible in order that the Chinese Government may not have any opportunity for

argument/
