My Lord,

Prior to proceeding on furlough, I have the

honour to place on record the present position with

regard to the dispute between the Government of

Katso and that of Kuangtung in connection with a pro-

jected acliese for the improvement of the harbour at

dacao and of the approaches thereto.

After the Colonial Authorities had suspended

operations and had entered on upurnarlora with the

epresentative of the Ministry for Foreign Affairs

of the military Govor, mt, it was agreed to appoint

delegates on both sidea to discuss what steps should

be taken permanently to dispose of causes of friction

between the two Governments.

The principal points were: the immediate estab-

lishment of a Delimitation Conmission in tema of the

Treaty of 1887; a revision of the procedure dth rc-

gard to extradition; a remov:1 of the port restric-

tions imposed on cainese national vessels in the har-

bour of : acão; ■ recognition of the right of the

acao Goverment to undertake, without interference

on the part of their neigbour, a scheme of uurvour

improvement within territorial limits, with regard to

mich there could from a non-chineze point of view,

be no contention.
