With reference to your letter No. PC.9 of the 25th

March 1920, I am directed to inform you that if Formosans (Japanese subjects of Chinese race) are entered in the

passenger lista as Chinese they are not usually asked to

show a passport and in practice it would be impossible to

differentiate between these Formosans and ordinary Chinese

subjects. Persons who are described as Japanese in the

passenger lists are always required to show passports and

would not be permitted to land unless they have obtained

a visa from a British Consulate.
