CHINA (COMPANIES) AMENDMENT ORDER-IN-COUNCEL, 1919

With reference to my letter to you of the 12th March and to
your reply of the 17th, I beg to inform you that in the event of
the request for an amending Order-In-Council giving His Majesty's
Minister power to grant Licenses to China Companies to employ non-
British Managers not being granted, it is proposed to adopt the
following scheme with regard to the organization of this Company
and its under mentioned Subsidiary Companies in China.
British-American Tobacco Company (China) Limited will be trans-
ferred to the Hongkong Register as a Hongkong Company, and reor-
ganization will take place as follows :-
British Cigarette Company, Limited, and Alliance Tobacco
Company of China Limited, which are manufacturing Companies, will
sell their factories and businesses to British-American Tobacco
Company (China) Ltd. The businesses of British Cigarette Co., Ltd.,
includes the purchase and handling of leaf tobacco, which business
will also be transferred to British-American Tobacco Co., (China)
Ltd.
The business of the Company will then fall under four principal
heade
(a) The cultivation, purchase and handling of leaf tobacco,
(b) The manufacture of cigarettes,
(c) The printing of wrapping and advertising material,
(d) The selling of cigarettes both imported and manufactured
in China.
