With reference to telegram No.164 from you dated March 25th, I have received from Consul-General at Canton a copy of agreement between Canton Government and a syndicate which consists of British subject Cassel and a Chinese with whom
he is associated.
Anglo-Chinese company can be formed if the syndicate deposit security and obtain ratification of agreement by Central Government thus acquiring right to prospect for coal. Company when formed would work coal in certain areas in
Canton Province.
Support is strongly recommended by Consul-General and Governor of Hong Kong who are satisfied that group represented by Mr. Montague Ede can provide necessary funds, I should
like, if you approve and Department of Overseas Trade see no objection, to afford support.
