With reference to Foreign Office letter 195131/19 of the let instant, regarding the proposed visit of the Crown Prince of Roumania to Japan, I am directed by Earl Curzon of Kedleston to transmit herewith, to be laid before Viscount Milner, a copy of a telegram received from His Majesty's Charge d'Affaires at Bucharest in reply to Lord Curzon's telegram of the 30th ultimo.

Lord Curzon considers an invitation to the Crown Prince of Roumania to visit Hong Kong desirable in the circumstances; and I am to request that subject to Lord Milner's concurrence, steps may be taken accordingly, order that arrangements may be made direct between the Governor of Hong Kong and the Government of India for the conveyance of an invitation to His Royal Highness.
