Your telegram No.2.
We are urging Portuguese Government to inform Governor by telegraph that they
approve of a compromise on the terms suggested.
Portuguese Minister states that his
Government are prepared to submit the question
to the League of Nations "without prejudice to
such action as the rights of Portugal may require
Meanwhile they are instructing Governor to
resume indispensable works but only within
zone which has always been recognized as under
direct jurisdiction of Portugal and as regards
inner harbour according to agreement made in
1890 with Viceroy.
