I reported on January 30th to His Majesty's Minister by telegram 7 that second Conference had ended in deadlock, owing to Chinese refusal to entertain proposal for joint Commission unless their proposals 1 and 2 mentioned in my telegram 1 were accepted by Macao, or to accept a compromise on lines of my suggestion as to "necessary harbour works".

Having received telegram under acknowledgment

I have today communicated tenour thereof to Governor of Macao by despatch and suggested that a memorandum in English which I have drafted for His Excellency should be transmitted by local Portuguese representative to Canton Government without discussion or comment. Memorandum calls for a written renly by a given date, failing which work will be resumed.

Should His Excellency agree to accept proposed draft memorandum as suggested, anxious to show a conciliatory spirit, and to comply with expressed desire of His Majesty's Government, Governor offers to com- promise on following basis. (1) It being obviously impossible to suspend indefinitely urgent work of department, he will execute project as outlined within what he conceives to be traditional Portuguese territorial
