Dear Beckett,
In reply to your letter of March 10th.
You have no doubt seen F.0. telegram of 2nd
February in which Jordan was instructed to
encourage China to exert her sovereignty over
the Paracels. It seems to me that if the
light question is to be tackled at all it
would provide a good opportunity for China to
take action in the direction desired.
The light question itself is one for
the Hydrographer who has not, I understand,
seen the papers. Would you in your reply
to the F.0. suggest that the papers should
be referred to the Admiralty ?

ese side of the question which was circulated
recently to our Intelligence Officers on the
