Dear Rayment, .

I enclose a copy of a letter from the Imperial Merchant Service Guild which the Foreign office have sent to us for observations, and also a copy of a letter which the Foreign Office sent to the Guild in 1913 as to the lighting of the Paracel. Reefs. It has been suggested that we should reply that we are not aware of any change of oircumstances which would affect the decision arrived at in 1913, but I feel some doubt about this in view of the recent correspondence about the rumoured annexation of the Reefs by Japan. notice that the Foreign office have also referred

to the Board of Trade, but apparently not to you. Would you kindly let me know what you think about

it?
