addressed to the Portuguere Government in accordance with the
instructions in Your Lordship's despatch No. 23 of the 21st
ultimo (168006/10 7 } relative to the proposed negotiation of
■ fresh agreement with the above-mentioned Government in respect
of the export of Indian opium to kaoso.
