the Convention confines the export of the drugs
to licensed importers, while by the latter arrangement each separate consignment must be licensed. It is to be noted, further, that
according to the Article of the Peace Treaty bringing the Convention into force, the signa- tories are allowed twelve months within which
to introduce the requisite legislation.
Lord Curzon is inclined, therefore,
to the view that it would be well, at all events ka a temporary measure, to extend the above- mentioned arrangement as widely as possible.

to enter into this arrangement with His Wajesty's Government. I am to enquire whether 31r A. Geddes concurs in this course of action,
and if so, whether he would wish to suggest any amendments in the enclosed draft.
Copy of this correspondence is being sent to the Secretary of State for the Home Department for his observations.
In the meantime the Governmenta of Panama, Guatemala, Norway and the Netherlands are being approached as suggested in the penultimate paragraph of your letter under
acknowledgment.
