With reference to Foreign Office letter No.173659, of the 28th Jemmery, I am directed by Earl Curzon of Kedleston to transmit to you herewith, to be laid be- fora the Lords Commissioners of the Admiralty, copies of two telegrams, from His Majesty's Minister at Peking and His Majesty's Consul-General at Canton respectively, on the subject of the difficulties which have arisen at Macao.

Copy is also enclosed of the draft of a telegram which it is proposed to despatch in reply to Mr. Jamieson if Their Lordships concur in the policy in- dicated, and consider that it is possible to put it into effect. 1 am to request an expression of Their Lordships' views at their earliest convenience.
