Work having been suspended on January 24th on my suggestion, (?I) endeavoured but without success to have cordon of Chinese withdrawn. Two delegates from Macao had a four hour conference on January 27th with Foreign Secretary of Southern Government at which former put forward following proposal,
1.
Portuguese and Chinese Governments bind themselves to appoint a commission to settle the whole question of delimitation; such commission to begin sitting within four months.
2. If Commission so appointed does not come to an agreement within three months Portuguese and Chinese Governments bind themselves to submit matter to arbitration.
3. As soon as Commission appointed by two Governments begins to discuss matter the works to north of Green Island are to cease until conclusion of delimitation.
4. The Portuguese Government binds itself not to adduce as an argument before Commission its right to the work done before date of first sitting of Cormission
