In the despatch from the Governor of Hong Kong to Viscount Kilner dated 5th March 1920, which was enclosed in your letter E.254/11

of the 7th instant, the Governor remarks that it would be well if the Hong Kong Government could be informed in advance of the nature of

any preliminary information which might be required, in view of a

visit of a member of our Firm to Hong Kong. As we do not know what

proposals there are before the Government it is difficult to form a

list, of the information wanted. Assuming, however, that deep-water wharves with sheds, railway connections, equipment, etc. are under consideration, it will be necessary to obtain the following information (1) A survey of the site, or sites, on a scale of say 100 ft. to an

inch. This survey ought to include all ground which may possibly

have to be dealt with or which may be effected by the works.
