REPORT ON ORDINANCE No...........................of 1920.

I have examined the accompanying Ordinance intituled
an Ordinance to modify certain provisions of the Treaty of peace (Austria) Order, 1920, for the purpose of adapting the provisiona of the order to the circumstances of the Colony of Hongkong,

and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions,
The object of the ordinance is to adapt to the circumstances of the Colony the provisions of the Treaty of Peace (Austria) Order, 1920, such legislation being contemplated in Article 3 of the Order.

The general method followed is that which was adopted in ordinanee
No. 3 of 1920, which dealt with the Treaty of Peace Order, 1919, but
on the two following points it has been necessary to make a slight
variation.
