I have the honour to inform Your Lordship that the Custodian of Enemy Property has received an application through the Belgian Consul from the City of Ghent for the return of 450 shares in the Hongkong and Whampoa Dock Company, Ltd. These shares formed part of a legacy left to the City of Chent by a certain me. Nicaise, a Belgian subject, and were supposed to be in hands of the German firm of Wendt & Co., which was liquidated under the war legislation.

Enquiry shows that 800 shares were original-

ly registered in the Company's books in the name of

me. Nicaise. After her decease Letters of Administration

to her estate were granted to the attorney for the executors, F. E. C. Georg, who died in 1909 without having

administered the estate: in 1911 Letters of Administration "de bonis non" were granted to the attorney for the City

of Ghent, F. W. Melchers, a German national connected with

the firm of Wendt & Co., he having duly found a surety

approved by the Court. Mr. Melchers then presented his grant to the Company for registration, and during 1911 and

1912 transferred 750 of the shares to various persons,

signing the transfer "W. Melchers. Attorney for the Executors of the Estate of M. C. Nicaise alias Schryver". The remaining 50 shares plus 10 bonus shares were vested in
