This aspect of the business should be capable of great expansion, it may even ultimately become self- supporting. The foundations, however, must be laid without immediate return, and I consider that sufficient progress has been made to justify the vote of $60,000 for the year 1921. During the year it should be possible to crystalise the experience now being acquired into some more definite scheme; the Chamber of Commerce (with whom the whole idea
originated) has the matter under consideration, and I am satisfied that the advice they will give will be in the best
interests of the Colony and of British trade in China.
Meanwhile the control of the money is in the
hands of a strong Committee, and in the event of a decision
to discontinue the work, unexpended balances will revert to
the Treasury.
