My Lord,
With reference to paragraph 5 of my despatch No.364 of the 24th November, 1920, I have the honour to report further with regard to the sum of $60,000 for propaganda work, for which provision is made under the heading "Other Miscellaneous Services" on page 35 of the 1921 Estimates.

While the necessity for certain of the work formerly carried on by the War Propaganda Committee has ceased, I still consider it desirable that Government support should be given to its successor, the Publicity Bureau for South China. This question was referred to the Unofficial Members of the Legislative Council early this year, and they unanimously agreed to a sum of 860,000 being provided during 1920. This sum was included in the sum of 880,000 provided under Financial Minute no.2, 01 which a copy was forwarded in my despatch No.215 of the 30th June, 1920.

The Propaganda Committee (now the Publicity Bureau) has established the Daily Bulletin

a paper with the primary object of supplying reliable information in the
interests of British trade and it has succeeded in getting into touch with some 40 vernacular papers over the south of
China by means of providing them with translations of the RIGHT HONOURABLE
VISCOUNT MILNER, G.C.B..
