In reply to your minute attached, we have carefully considered the candidates put forward for the post of Director of Public Works, Hong Kong, and in our opinion Mr. Perkins, at present first Assistant, is the most suitable man for the post. His chief competitor would appear to be Mr.A.G.Bell, Trinidad, but as Mr.Bell's salary with bonus is already better than that offered in Hong Kong, it would be no promotion to transfer him to that Colony. In addition, it is probable that he has not had as much municipal experience as Mr.Perkins, Mr.Creasy of Ceylon is well recommended, but Sir Reginald Stubbe, who knows both men, has recommended Mr.Perkins in preference to him. None of the others mentioned can be regarded as serious competitors to Mr.Perkins as regards municipal experience. We have no additional information at this office
regarding the careers of the men under consideration which
would be of value.
