My Lord,

I have the honour to submit for the signification of His Majesty's pleasure Ordinance No.10 of 1920 entitled "An Ordinence to apply a sum not exceeding Fourteen Million and eighty-four thousand six hundred and sixty-two Dollars to the Public Service of the year 1921", together with the customary report by the Attorney General.

I enclose also eight copies of the Estimates

of Revenue and Expenditure, an abstract showing the differ- ence between the Estimates of Expenditure for 1920 and 1921, and the usual financial statements, together with copies of an address which I delivered on the occasion of the first reading of the Appropriation Ordinance, and of a report of the debate on the second reading.

I regret that it has not been possible to transmit the Estimates until so nearly the end of the present financial year. The revision of salaries through- out the service has caused unavoidable delay in their preparation. The first reading of the Ordinance took place on the 28th October, and owing to the absence of Mr. Johnstone and Mr. Holyoak, two members of the Legislative

Council, whose advice and criticism I was anxious to

obtain, I thought it advisable to defer the second and third readings until the 18th November.

As this despatch cannot arrive before the
