3. A recent example is afforded by the activities of a certain rattan workers guild who were endeavouring to create for themselves the monopoly of supplying a particular kind of rattan. One of the persons threatened by this guild was actually murdered.
4. The Ordinance is intended to meet this class of case. Section 2 of the Ordinance is founded on section 503 of the Indian Penal Code.

Section 3 of the Ordinance is intended to cover such cases as that of threats made by means of writings posted up on walls.
6. In my opinion this is an Ordinance to which His Excellency the Governor may properly assent in the name of His Majesty and on His behalf.
