My Lord,

I have the honour to submit for Your Lord- ship's consideration a proposal by which it is hoped to make a valuable addition to the recreation grounds of the Colony at present totally inadequate to the Colony's needs. The present proposal may be considered as an extension of the scheme recommended by Sir Henry May in his despatch No.49 of the 10th February, 1915, and sanctioned in Mr. (now Viscount) Harcourt's despatch No.86 of the 1st April, 1915.

Inland Lot 1464 which is shown in red in the enclosed plan is the property of Sir Robert Jardine, and was at one time occupied by filter beds which are no longer in use. It was valued for probate purposes in 1907 along with certain other lots in the neighbourhood, the propor- tion of the total valuation, assignable on an area basis, in respect of lot 1464 being 89,211.00. To fill in the old

filter beds and render the land available for other uses

it was estimated in 1916 that a sum of £7,000.00 would be

required; since then the tanks have been partially filled

in by Mesars, Jardine Matheson & Co. and it is now claimed

that the value of the lot is at least 33 cents per foot,

which is equivalent to a sum of $25,334 for the whole lot;

and in view of the draining and reclamation of the surround- ing land and the enhanced value of land in the neighbourhood
