My Lord,

With reference to Mr. Severn's despatch

No.32 of the 19th November, 1918, on the subject of a scholarship fund for Yunnan students at the Hongkong University, I have the honour to state that very satis- factory reports have been received regarding the two Yunnan students to whom scholarships were awarded from the funds provided jointly by the Chamber of Commerce and the Hong- kong Goverment.

I consider the present an opportune time for increasing the grant so as to allow of two further scholar- ships being offered in 1921. The Chamber of Commerce is in agreement with this view, and has decided to increase its grant from 81,000 to $2,000 per annum for five years.

In these circumstances I propose, subject to Your Lordship's approval, to make provision in next year's Estimates for a grant of £2,000 instead of £1,000 as at present.

I shall be glad to have a reply by telegram in order that the matter may be made public as soon as possible and that sufficient time may be given for the selection of the new scholars.
