With reference to Your Lordship's confidential despatch of the 19th July, 1920, conveying your approval of the appointment of Commander C. W. M. Beckwith to be Herbour Master of this Colony, I have the honour to address you

with regard to the emoluments of the office.

It has been pointed out to me that by his promotion Commander Beckwith loses allowances amounting in all to over £2,200 per annum which he formerly received for performing the duties of Deputy Superintendent in charge of Water Police; Assistant Superintendent in charge of Fire Floats; as Government Coaling Officer, and for Examining Candidates for Certificates under the Board of Trade. These allowances have been abolished under the revised scheme of salaries.

I do not, however, consider it desirable to re-open the question of the salary of the Harbour Master, which has been fixed at £800 per annum rising by annual increment of £50 to £1,000, but I. propose that Commander Beckwith should be permitted to count as service for the purpose of increments the long period from 23rd April, 1915, to 15th May, 1919, during which he acted as Harbour Master and also as Marshal of the Supreme Court of Hongkong, In Prize, while Captain Taylour was absent on active service.
