obtaining in the Police Office had the sanction of long usage, and I am satisfied that Mr. Wolfe's time was very fully occupied in connection with the re-organisation of the administrative side of the Police Department, to which he applied himself with the greatest energy.

Mr. Messer held the post of Captain Superinten- dent of Police from February, 1913, to December, 1918, and thereafter he was at the Treasury, where he held the perma- nent appointment of Colonial Treasurer. He must have been aware of the irregular practices in the Accountant's Office and it appears to me, therefore, that he is prima facie responsible for the continuance of the irregularities which have made this embezzlement possible. He is now in England and I suggest that he should be called upon for an explana- tion.

A sum of $1,000 will be recovered from Chan Pui's security: the remainder I would ask Your Lordship's authority to write off.
