were made by Mr. Tooker, who was then his Senior Officer, which led to the former being charged before Executive Council. Mr. Farrell was reprimended and warned that any further case of neglect of duty proved against him would lead to his dismissal from the Service.

There have been complaints in the past from Police Officers as to offensive conduct on the part of Mr. Ferrell when visiting Police Stations in the course of performing his duties, but I am unable to lay my hand on any documentary evidence on the subject.

Mr. Farrell went on leave in September, 1914, and was subsequently seconded for Military Service. He only returned to the Colony on the 9th February last, after an absence of over 5 years.
There has therefore been little opportunity of judging whether his conduct has improved, I would however hesitate to recommend for promotion to such a post es "Electrician" or "Assistant Electrician" an officer with Mr. Farrell's record, even if he were qualified to perform the duties of these posts.
