I have the honour most respectfully to submit for your perusal and consideration the attached copy of a correspondence which has passed between myself and the Government on a matter concerning my status and prospects in the Public Works Department.

The points raised in my letter dated 4 (onclosure A.) are sufficiently clear and need no further @lucidation on my part beyond respectfully directing attention to Chapter II paragraphs 35 & 37 of the Colonial Regulations, which bear on the matter at issue. Paragraph 35 reads:-

"In the selection of candidates for vacancies in lasses ¡I and "III the claims of meritorious public officers, whether in the 'service of the same volony or of some other volony, will "generally take precedence of those of persons How to the publis

"service

Paragraph 37 lays it down that "the claima of candidates for "promotion will be considered in order of their seniority, "but the selection will be mainly decided by regard to official "qualification. # I have taken the liberty of underlining certain portions of the above-quoted paragraphs.

As a reflection has been cast upon my competency or qualification as an Electrician (vide Enclosure B), I enclose herewith documents dealing with my character and qualifications.
