With reference to Your Lordship's
despatch No.214 of the 29th June, 1920, I have the honour
to inform you that I am unable to recommend any further
increase of the pension of Mr. John Lenaghan formerly
Lance-Sergeant in the Hongkong Police Force.
Mr. Lenaghan was, during the last year of
his service in this Colony, a habitual drunkard, who has,
in my opinion, been treated with exceptional leniency in
being allowed any pension at all.
The matter was originally reported by the
Officer Administering the Government in his despatch No.
412 of the 3rd December, 1913.
